The HR Congress:
All organizations in the private and public sectors are passing through difficult uncertain times. The slow down in global economy and the associated financial crisis are impacting on governments, government owned institutions and the private sector. The key issues at the time this brochure was prepared are the global credit squeeze, the reluctance of banks to lend money to each other and the crisis at the capital market HR has a key role in managing the global recession. HR responses in the past were large scale redundancy programme and recruitment freezes. The trend is changing and well managed organisations are paying greater attention to work force planning. In the rush to rationalize, organizations lose talented employees. The 2009 HR Congress will focus attention on the roles which HR should play in organizational Development, Reform, and organizational Repositioning and performance enhancement.

The slow-down in global economy is impacting on most organisations world-wide. The current private sector focus is on how to reduce cost and enhance their profitability.
In the private sector, HR should play a key role as a Commercial function. The pressure is also been felt in the public sector and consultants are helping Governments to put in place reform agenda aimed at helping Government Ministries and Government owned organisaions to operate efficiently. Government response in many countries to the financial crisis includes bailout strategy for their financial institutions. Budgets have been fine – tuned and in some countries Governments are rightsizing the civil service through rationalization and retrenchment of its workforce. Human Resource Periods like these are when HR should be on the driving seat to pilot the organization through difficult and uncertain times.
It is a period when HR should have a strong voice at Board level or the highest level in Government to lead the organizational development strategy in the public and private sectors. Human Resource Management should support cost reduction in an uncertain and difficult times but HR must always remind the Board of the bigger picture by looking at other ways of cutting cost such as:
o To explore the redeployment of employees where possible.
o To put in place strategy for talent management and retention
o To ensure that the regulations and law on redundancies are followed to the latter
o To reassure the remaining employees that they are valued.
The 2009 HR Congress will focus on Organisational Development, Organisational Repositioning and how to enhance High Performance delivery in difficult uncertain times.
